Katherine C. Carlucci
Kate is an associate of the Davis Brown Law Firm. She is a member of the Business Division practicing in the area of Lobbying and Governmental relations.
Kate represents a wide range of corporate, municipal, and nonprofit clients in her lobbying practice. Her experience includes advocacy before the Iowa legislature, executive branch agencies, rules review committee, and many other administrative boards and task forces.
Kate is an enthusiastic and careful advocate, and has strong relationships with key legislators, executive branch representatives, and administrative officials. She crafts creative and strategic legislative agendas for clients, including the identification of support and opposition to her client’s needs, both in the legislature and the lobby. She has extensive experience drafting legislation and amendments and working with Legislative Services Agency and caucus staff. Kate also provides communications support for clients, developing specific campaigns to support or defeat legislation including talking points, white papers, earned media pieces, and social media and grassroots plans.

Kate graduated from Drake University Law School in 2011, where she was a Research Editor for the Drake Journal of Agricultural Law. Kate also received the Legislative Practice certificate and Food and Agricultural Law certificate from Drake. She was an intern in the Iowa Senate in 2010, working with the Rebuild Iowa Committee on flood mitigation legislation. Kate also worked with the Middleton Center for Children’s Rights at the Drake Law School Clinic, lobbying for legislation to automatically seal juvenile records.
She was also Dean of the Delta Theta Phi Law Fraternity’s Robert Ray chapter at Drake Law School. During her year as Dean, the organization raised over $15,000 for charities both local and international. She also oversaw a mentor program that matched 80% of the incoming first year class with upper class mentors, and presented note taking and outlining seminars for first and second year students
In 2007, Kate received a Bachelor of Arts in Political Science from the University of Mary Washington, where she was also a member of Pi Sigma Alpha, the National Political Science Honors Society. During her time at UMW, Kate worked on several state and national political campaigns.
Prior to joining the Davis Brown Law Firm, Kate was the Governmental Affairs Coordinator for the Iowa League of Cities, a position in which she encouraged adoption of policies, regulations, and legislation that enhanced Iowa communities and the League of Cities legislative objectives through regular interaction with state legislators, policy leaders in state agencies, the Governor’s Office and other organizations.
In addition, Kate was previously a legal intern drafting policy language to be included in the Farm Bill for the Office of the Deputy Administrator for Farm Programs within the United States Department of Agriculture, Farm Service Agency in Washington, D.C.
