Breanna Young Co-Authors Article on Minor Guardianships - June 13, 2018

Breanna Young, estate-planning attorney, is a co-author of “Reforming Iowa’s Guardianship and Conservatorship System: Minor Guardianships,” an article published in the June 2018 issue of Drake Law Discourse.

The article outlines the recommendations of the Iowa Supreme Court’s Guardianship and Conservatorship Reform Task Force, a group to which Chief Justice Cady appointed Breanna in August 2015.  The article sets forth the Task Force recommendations regarding guardianships for minor children, and provides information about Senate Judiciary Committee Study Bill 3187.

“I have really enjoyed serving with law professors, judges, advocates, representatives from state agencies, and others on the Task Force for the last three years. Our report proposes numerous changes to the law that will provide better support and protection for children and adults who are subject to guardianships or conservatorships.”

Collaborating on this article were: Josephine Gittler, Professor at the University of Iowa College of Law and coordinator and reporter for the Task Force; Kathleen Kilnoski, 4th Judicial District Court Judge and Chair of the Task Force’s Minor Guardianship and Conservatorship Work Group; Jerry Foxhoven, Director of Iowa Department of Human Services and co-coordinator and reporter for the Task Force; Cyndy Danielson, senior district court judge in the 8th Judicial District; Diane Dornburg, attorney; Kathy Gaylord, district court administrator for the 7th Judicial District; Jim Hennessey, administrator of the Iowa Child Advocacy Board and Chair of the Iowa Child Protection Council; Brent Pattison, Director of the Middleton Center for Children’s Rights and Associate Clinical professor at Drake University Law School; Ellen Ramsey-Kacena, attorney; Colin Witt, juvenile court judge in the 5th Judicial District; and Breanna Young, attorney.
