Davis Brown Government Relations Report

2019 Legislative Report - Week Three - February 1, 2019

Unlike most of the rest of the state, weather did not have much of an impact on the business of the legislature with the exception of the cancellation of a few events. This week, many bills moved through subcommittees and a fair number through the full committees.  We will start seeing floor action shortly.  Also, the Appropriations Committee heard more details about the Governor’s proposed budget numbers.

House District 55 Election Results

In a 53-44 vote, the House voted to accept the report of the Contest Committee, officially ending the 2018 Iowa elections and seating Representative Bergan in House District 55. In the vote, Representative Bergan voted “present” citing a conflict of interest.

What’s Next

Next week, the House and Senate will start taking action on the rules governing their respective chambers for the 88th General Assembly. It is possible they will adopt them as early as the end of the week.  This is typically a non-controversial process however there are differences between the House and Senate rules and there was some controversy over rules adopted by Senate committee earlier this session.

February 15 is the deadline for individual legislators to file individual bills. This is really the beginning of the narrowing down or “funneling” the number of bills being considered by the legislature.
